Protect Scientific Integrity in Federal Grants (Comments Due July 13!)

The Office of Management and Budget (OMB) has issued a sweeping proposed rule (Docket OMB-2026-0034) that can fundamentally alter how federal research grants are awarded.

Most concerningly, the proposal introduces a mandatory "pre-issuance review" by senior political appointees for all discretionary grants. Under this new rule, independent, expert scientific peer review would be relegated to a purely advisory role, giving political officials the final authority to approve or deny funding. Removing the evaluation power from scientific professionals undermines merit-based discovery and leaves the door open to the politicization of science. Grants should be awarded based on rigorous scholarship, innovation, and evidence, not political preference.
